Need a sample & hold, low frequency to voltage circuit, no output drift.

Building Your Own Flyback Transformer

Compact Fluorescent Lamp 
  When you turn the CFL on, It will take about 40 sec brighten fully , which make it very inconvenient to use. Can any members help me to explain this phenomenon ? Thank You. Regards

PIC16F88 swaping bit status in PORTB
